The constraints that the 2020 pandemic brought on gave us an opportunity to evaluate where our time, energy and resources are spent.  While continuing to offer adoptions and transport we are emphasizing spay/neuter.  In an effort to save as many dogs and cats as possible we have partnered with a number of rescues & shelters in northern states where they do not have the homeless and stray population that we experience in Houston.  Many of these partners have approved adopters waiting for a new furry friend.  With the help of a generous donor we purchased a transport van and successfully transported ~350 dogs/cats since 1Q21.

In 2017, K-9AR started
The Empty Shelter Project (TESP).  We have always said that we will never adopt our way out of this problem and realized our efforts may be better spent on the prevention of unwanted litters which ultimately leads to many homeless and stray animals in the Houston area.  To date (EOY2025), TESP has performed 31,500 free spay/neuter surgeries preventing over 165,600 - 745,300 first and second generation offspring from entering our neighborhoods and shelters.
With this prevention we conservatively have saved tax-payers over $14 Million in Public Shelter costs.
We'll continue to expand TESP and  always have a great need for foster homes to help us prepare the animals for transport to our rescue and shelter partners.

We are, and always will be, a 100% volunteer based organization and 100% of donations will continue to go directly to the animals in our program and our spay/neuter expenses.  The Empty Shelter Project efforts continue to have a greater impact on Houston's stray animal problem.  We hope that you will continue to follow and support us in our journey!
